I was recently asked about what the difference is between leadership and management. I think the Wall Street Journal's article on the subject does a very good job of articulating the difference (subscription may be required). Among other things, the article explains that in the new economy, managers need to also be leaders. Whereas I definitely agree with this assertion, leaders also need to hire men and women with management skills to run their businesses.
So -- yes -- hire leaders, but also make sure that the people you hire to run an organization for you have the necessary skills to manage their organizations. If not, you won't be able to effectively implement your strategy.
